Since 2008 governments have recognized international law obligations regarding these entities and have developed frameworks, regulations, and standards covering them. How do militaries interact with foreign PMSCs during a conflict? Civilians acting as PMSCs fall under the same laws of war as foreign militaries or are their special rules?
